If the F.A. uses the current criteria to create the 8th step 4 league. Then all 14 first placed step 5 sides be promoted & then the extra places will be filled by the second placed sides. Either promoting the teams with the most points or ppg(if a team folds mid-season).

The F.A. are releasing draft step 5/6 constitutions to the league’s tomorrow morning at 09:00 & have a couple of hours to sort out last minute changes with the F.A.
The clubs will be told between 11:00-11:30 & sometime after this the league’s will release there constitutions

A common practice used by management TLF. Always deliver the news people don't want to hear on a Friday, preferably as late in the working day as possible.By the time the recipients have digested the changes there is no one around to answer the phones,all gone home for the weekend. By Monday its died down for the most part.
